Part III: NC4 Street Smart® and the Value of Scalability

Related to speed, as posted in a previous eSSence blog about NC4 Street Smart®, having a solution that is scalable is extremely valuable. While the industry of policing over the last decade has done a much better job at collecting and making structured and unstructured information available; there is now the added threat of TMI – or, Too Much Information.
Does that even seem possible in law enforcement? Our whole basis for success comes from information and intelligence sharing – so how can it be that we can suffer from TMI? Most academic support discusses two ways of learning about something that helps lead to a decision. After all, decision support tools in law enforcement to aid in determining priorities and outcomes of protection of life and property are vital. The first way we learn about something for decision making is to observe and analyze – for example, looking at a patrol zone or beat and seeing a crime pattern among other crimes. This can help with things like prioritization. The second way is to compare, such as looking at multiple offenders that occupy an area who have similar motives and criminal histories that match a recent description, which can obviously help solve a case.
As a great and grounded scientist, Albert Einstein, always said: “Keep it as simple as possible, but not simpler.” Street Smart is the simple, speedy, and scalable revolutionary solution that not only gets results; but can be fully queried and geospatially sliced to your prioritized needs, on demand, with true, real-time and actionable data.
Having a scalable solution to meet the immediate needs of a law enforcement professional also helps with a term we coined about owning your respective area of responsibility. “Zownership” refers to zone + ownership, which allows the front lines of patrol, analysts and dispatchers to know and own the knowledge about their safety issues, crime patterns and quality of life problems. Street Smart is that simplified solution that offers intuitive scalability to avoid TMI and get the right decision support information in your hands when needed. The fusion of scalability and zownership blends well with many jurisdictional efforts around getting more intimate with your neighborhoods to better understand the value-based policing that is needed to make the agency and the community successful and trustworthy.
In 2002, the Tampa Police Department set out to reduce crime and improve the quality of life for its communities. By 2008, TPD realized a -52% drop in UCR Part One Crimes, but hit a plateau after 67- months of consecutive reductions. The author of this blog series, John Bennett [retired Assistant Chief from T.P.D.] and a small, caring team of crime-fighting innovators discovered a process to not only break through the 2008 plateau, but to take the agency down an additional -51% in Part One Crimes. In 2012, this was embedded into NC4 Street Smart as a way to pave the journey forward to fellow agencies who either wish to reduce crime further or sustain their current reductions while keeping their troops safe and gaining community trust.
